Das neue Saudi Product Safety Programm SALEEM soll das aktuelle Konformitätssystem der SASO phasenweise ersetzen. SABER, das neue online Registrierungstool, soll somit den Prozess vereinfachen. Da das gegenwärtige Konformitätssystem abgeschafft wird müssen nun alle Produkte, die unter das SALEEM Schema fallen, über das online Tool SABER regisitiert werden.

Die Warengruppen, die unter das SALEEM Schema fallen, werden ständig erweitert. Am 15.06.2019 erfolgte eine Erweiterung im online Zertifizierungsverfahren, auf folgende Warengruppen. elektrische Aufzüge in Gebäuden und Anlagen, Metalle und ihre Legierungen für Bauwerke und Gebäude, Dämmstoffe und Verkleidungsmaterialien für Gebäude, Hydraulische Verbindungen und verwandte Produkte, Ziegel, Fliesen, Keramik und Sanitärkeramik.

Wichtig: CoC Zertifikate werden bereits seit dem 01.06.2019 für die hier aufgelisteten Waren nicht mehr akzeptiert. Erfahren Sie mehr über das neue Zulassungsverfahren für Saudi Arabien.

NEW APPROVAL PROCESS FOR SAUDI ARABIA

The new Saudi Product Safety Program SALEEM is intended to replace the current SASO conformity system. Saber, the new online registration tool, should simplify the process. Since the current conformity system must be abolished, the products covered by the SALEEM scheme must also be registered via the SABER online tool.

The product groups that fall under the SALEEM scheme are constantly being expanded. On 15.06.2019 was an extension in the online certification process tool, for the following product categories: electric elevators in buildings and installations, metals and alloys for buildings and constructions, insulation materials and cladding materials for buildings, hydraulic connections and related products, bricks, tiles, ceramics and sanitary ware.

….Das Saudi Product Safety Programm „SALEEM“ ist ein integrales Regulierungssystem, das von SASO initiiert wurde, um die auf dem saudischen Markt platzierten Produkte zu kontrollieren, und SABER System ist das webbasierte Tool, um es zu implementieren. Das SALEEM-Programm klassifiziert Produkte in drei Risikokategorien und unterscheidet zwischen regulierten und nicht regulierten Produkten

NICHT REGULIERTE PRODUKTE ODER PRODUKTE MIT GERINGEM RISIKO

Diese Produkte sind nicht reguliert und haben freien Zugang zum Markt. Es wird keine technische Vorschrift für diese Produkte geben. Die Lieferanten müssen jedoch für jedes Produkt eine Konformitätserklärung und die technische Produktakte erstellen. Diese Dokumente müssen in das SABER-System hochgeladen werden, um die Shipment-CoC über SABER auszustellen. Produkte mit geringem Risiko erfordern keine Einbeziehung der registrierten Konformitäts-Bewertungsstellen (R-CABs).

REGULIERTE PRODUKTE

Zwei Risikokategorien sind definiert, Produkte mit mittlerem und hohem Risiko – ebenfalls sind GSO-regulierte Produkte inbegriffen. Im Rahmen dieses Programms wurden SASO-technische Vorschriften erlassen, die in ihrer Konzeption den EU-Vorschriften entsprechen – geeignet für den saudischen Markt – mit einer obligatorischen Beteiligung von R-CABs. Falls die Produkte zum Anwendungsbereich gehören, sind die anwendbaren Konformitäts-Bewertungsverfahren in den technischen Vorschriften definiert. Diese geregelten Produkte müssen die Konformitätsbescheinigung für das Produkt und die Lieferungen vom SABER System durch obligatorische Beteiligung der R-CABs erhalten. Produkte mit hohem Risiko benötigen die SASO-Zulassung für Qualitätszeichen, und sie unterliegen den Konformitäts-Bewertungsverfahren. Beispiele für Produkte mit hohem und mittlerem Risiko:

GSO Geregelte Produkte benötigen den Nachweis gemäß den GSOVorschriften. Der Zertifizierungsprozess des Programms besteht aus zwei Schritten: · Produktzertifizierung: Erforderlich für Produkte mit mittlerem und hohem Risiko. Ein Schritt vor der Vermarktung, der von den Lieferanten durchgeführt wird, bei dem sie sich um ein R-CAB bewerben, um die geltenden Konformitätsbewertungsverfahren durchzuführen. Diese Produkte benötigen das Product-CoC als Voraussetzung für den Export. · Shipment-Zertifizierung: Für alle Produkte erforderlich, aber mit unterschiedlichen Verfahren Produkte mit geringem Risiko: Der Lieferant lädt die technischen Dokumente und die Konformitätserklärung in das SABER-System hoch und erteilt die Genehmigung für die Lieferfreigabe. Produkte mit mittlerem und hohem Risiko: Ein Shipment-CoC ähnlich dem Product-CoC muss vom SABER-System ausgestellt werden. Das Shipment-CoC enthält zusätzliche Informationen zu den Sendungsdaten (Exporteur, Häfen und Menge des Produkts). Die Genehmigung des R-CAB zur Ausstellung des CoC für die Lieferung ist obligatorisch.

The Saudi Product Safety Program "SALEEM" is an integral regulatory system initiated by SASO to control the products placed on the Saudi market. The SALEEM program classifies products into three risk categories and differentiates between regulated and unregulated products

NON-REGULATED PRODUCTS OR PRODUCTS AT LOW RISK

These products are unregulated and have free access to the market. There will be no technical regulation for these products. Suppliers must, however, draw up a declaration of conformity and the technical product file for each product. These documents must be uploaded to the SABER system to issue the Shipment CoC via SABER. Low-risk products do not require the inclusion of registered conformity assessment bodies (R-CABs).

REGULATED PRODUCTS

Two risk categories are defined, mid- and high-risk products - including GSO-regulated products. Under this program, SASO technical regulations have been drafted that are designed to comply with EU regulations - suitable for the Saudi market - with mandatory participation of R-CABs. If the products are within the scope, the applicable conformity assessment procedures are defined in the technical regulations. These regulated products must receive the certificate of conformity for the product and supplies from the SABER system through mandatory participation of R-CABs. High-risk products require SASO approval for quality marks and are subject to the conformity assessment procedures. Examples of high and medium risk products:

Medium risk products Construction Products Sanitary ware, Tiles, bricks, hydraulic binders (cement, gypsum, building lime)  Chemical products, eg. B. Paints, thinners, Engine lubricants, oils machinery cranes, Machines used in the food industry

GSO Regulated products require proof in accordance with GSO regulations. The certification process of the program consists of two steps: · Product certification: Required for medium and high risk products. A pre-marketing step carried out by suppliers applying for an R-CAB to carry out the applicable conformity assessment procedures. These products require Product CoC as a prerequisite for export. ·

Shipment certification: Required for all products but with different procedures. Low-risk products: The supplier uploads the technical documents and the declaration of conformity to the SABER system and issues the approval for the delivery release. Medium and high risk products: A Shipment CoC similar to the Product CoC must be issued by the SABER system. The Shipment CoC contains additional information about the shipment data (exporter, ports and quantity of the product). The approval of the R-CAB to issue the CoC for delivery is mandatory.
